# Cambridge Credit Counseling Services for North Carolina Residents
North Carolina residents can get free credit counseling, debt management plans, student loan counseling, and housing counseling, including first-time homebuyer courses, from Cambridge Credit Counseling, a nonprofit agency founded in 1996. Bankruptcy counseling and debtor education certificates are not available through Cambridge Credit Counseling for North Carolina residents at this time.

## Credit Counseling and Debt Management Plans in North Carolina

Cambridge Credit Counseling offers free credit counseling sessions to residents of North Carolina. Cambridge Credit Counseling is a 501(c)(3) nonprofit agency, a member of the National Foundation for Credit Counseling, and accredited to the Financial Counseling Association of America's Code of Practice. Our counselors are certified through the National Foundation for Credit Counseling. A debt management plan consolidates unsecured debts into one monthly payment handled by our agency. It is not a loan and does not involve borrowing new money. On a plan, almost all concessions such as reduced interest rates or waived fees follow preset guidelines set by each creditor, not by Cambridge Credit Counseling. In some cases they can vary based on the level of hardship in the budget, and certain accounts may not be eligible for them.

## Debt Settlement Compared to Credit Counseling in North Carolina

Debt settlement means negotiating to pay less than the full balance owed, and it is typically offered by for-profit companies. A debt settlement evaluation is usually free and creates no obligation, just as a credit counseling session with Cambridge Credit Counseling is free. A debt management plan, however, has fees: Cambridge Credit Counseling sets a plan's monthly fee, and any setup fee, by what the household can afford, within the maximum North Carolina allows, and a counselor explains them before you enroll. The honest distinction at this level is not price. A nonprofit counselor at Cambridge Credit Counseling is not selling you anything, while a for-profit settlement company is.

There is no legal right in the United States to settle a debt, and a creditor is not obliged to accept a settlement offer. While a consumer sets money aside for a future settlement, interest and late fees continue to be assessed on the debt, so the balance keeps growing. Some debt settlement companies hold client payments in a savings account instead of forwarding them to creditors and wait for the accounts to fall delinquent and charge off before attempting to settle, during which time the consumer can face collection calls, lawsuits, judgments, and wage garnishments. This non-payment period can have a negative impact on a consumer's credit score and on their future cost of borrowing. Debt settlement programs generally do not work with creditors in an agreeable way. They often send a cease-and-desist letter that disconnects communication between the creditor and the consumer, though the creditor may still sue for non-payment over time.

### What settlement costs

Settlement fees are generally charged when a settlement succeeds and typically range from 15 percent to 30 percent of the savings or of the settled amount. Successful settlements themselves can range from 30 percent to 60 percent of the debt owed, but by the time a settlement is reached, balances have often grown enough that the settlement amount plus the settlement company's fee can come close to the original debt owed at enrollment. For example, a consumer who settles a 10,000 dollar debt for 6,000 dollars and pays a 2,000 dollar fee has paid 8,000 dollars in total. In addition, when a settlement results in savings of 600 dollars or more, the creditor sends a Form 1099 to the IRS and the debtor, and unless the consumer is insolvent, the forgiven amount is taxed as income, reported on a Form 1099-C.

A debt management plan through Cambridge Credit Counseling costs less, both up front and over the life of the debt, than what a for-profit settlement company typically charges. On the balances and interest rates Cambridge Credit Counseling clients actually brought to their plans, those same debts would have taken 272 months to pay off and cost 44,676 dollars in interest at their original terms. On a debt management plan, those clients are projected to pay 4,936 dollars in interest and our fees.

### How a debt management plan differs

A debt management plan through Cambridge Credit Counseling works differently from settlement. Our counselors work with creditors to obtain the benefits those creditors are willing to extend, and the approach is not adversarial. A plan consolidates the accounts a consumer agrees to enroll into one structured payment made to Cambridge Credit Counseling, and proposals are sent to each creditor to secure benefits such as a reduced interest rate, a reduced monthly payment, waived late and over-limit fees, and the ability to bring a past-due account back to current after three months of payments. Creditors on a plan generally stop collection calls once payments begin. Under a plan, balances are paid in full, with the concessions creditors have put in place, and staying current avoids further late payments and charge-offs. Paying the debt down while keeping accounts current rebuilds a payment history over time. A plan has an initial effect on a credit score, generally because the enrolled accounts are closed, though how large that effect is depends on how many accounts are enrolled and what other accounts appear on the credit report. Over the long term, the effect of a plan on credit is generally positive, because the consumer is not defaulting and is paying the debt in full, and on-time payments are viewed positively by credit scoring models.

North Carolina residents who contact Cambridge Credit Counseling are working with a nonprofit credit counseling agency, not a debt settlement company.

## Student Loan Counseling in North Carolina

Cambridge Credit Counseling offers student loan counseling as part of its services for North Carolina residents. This counseling is provided by the same nonprofit agency that offers credit counseling and debt management plans.

## Housing Counseling in North Carolina

Cambridge Credit Counseling is a HUD-approved housing counseling agency. North Carolina residents can access housing counseling, including first-time homebuyer courses. A mortgage is a long-term secured loan from a bank or other financial institution in which the house or property serves as collateral. A monthly mortgage payment typically includes principal, interest, real estate taxes, and property insurance, known together as PITI, and often also private mortgage insurance.

## Down Payments and Private Mortgage Insurance for North Carolina Homebuyers

A homebuyer in North Carolina who makes a down payment of less than 20 percent of the cost of the home is required to obtain private mortgage insurance, which protects the lender if the borrower defaults. The cost of this insurance varies by lender and can range from 0.15 percent to 2.5 percent of the loan amount. Once the loan reaches an 80 percent loan-to-value ratio, the homeowner should inform the lender that the premiums need to be discontinued. We encourage North Carolina homebuyers who cannot afford a 20 percent down payment to contact us, a HUD-approved housing counseling agency, so we can assess their situation and determine whether they qualify for special programs that help toward homeownership.

## Reverse Mortgage Counseling in North Carolina

Reverse mortgage, or HECM, counseling is available to North Carolina residents through Cambridge Credit Counseling.

## Bankruptcy Counseling Not Available in North Carolina

Cambridge Credit Counseling is approved by the Department of Justice to provide pre-filing bankruptcy counseling and post-filing debtor education in general. However, bankruptcy counseling and debtor education certificates are not available to North Carolina residents through Cambridge Credit Counseling at this time.

Approval by the U.S. Department of Justice Executive Office of United States Trustees does not endorse or assure the quality of our services.

A debt management plan consolidates the accounts a consumer agrees to enroll into one monthly payment made to Cambridge Credit Counseling. Our counselors work with creditors, not against them, to obtain benefits such as reduced interest rates and waived fees, and balances are paid in full. Cambridge Credit Counseling sets a plan's monthly fee, and any setup fee, by what the household can afford, within the maximum North Carolina allows; a counselor explains them before you enroll. On the balances and rates our clients actually brought us, those same debts would have cost 44,676 dollars in interest and taken 272 months to pay off, compared with a projected 4,936 dollars in interest and our fees on a plan.
